We're keeping the readme up to date and the lint script checks that entries are added to it, but i feel it may no longer be necessary.
We now have the docs synced into the e18e site, and that generates its own index rather than using modules/README.md.
Also, quite a few modules have the same replacements. This means the README duplicates a bunch of links, just changing the link text.
We may be better just linking to the e18e page from the main README.
