Summary

• Add .deepsource.toml so DeepSource uses the JavaScript analyzer with React support and Prettier transformer.
• Add the CI workflow from dev to main.
• Bring GitHub Action workflow updates from dev into main first, including the single upserted eplus-bot CI approval comment flow.
