MIRI LRS support, bug fixes

Adds some tweaks for MIRI LRS support

• Wavelength calibration for MIRI LRS
• Fixes a bug in bad pixel identification (before tshirt compared a background-subtracted reference with the non-background-subtracted reference, ie apples and oranges and generated spurious bad pixels for replacement)
• Negative dispersion flips the pixel starts and ends when generating wavelength pixel tables
• Save the tshirt version number in the spectroscopic extracted data file
• Fix an issue with LombScargle import in newer astropy
