added support for extracting tags, need better testing however, since change was made in html file responsible for compiling broadcast actions and not in primary flutter dart code
UPDATE
change the way tags are added to op arrays, using dart to extract and inject tags instead of html. since I was not able to test the previous code properly I was not confident of it's implementation, so I refactored things to give dart more control over it. tag integration is better tested in this PR now.
