[#532] cache rootUri to perform command line validation with #536

the same rootUri as the LS gets started with. This has not been the case if the user has selected a project specific clangd configuration. Prior to this change the clangd options from the workspace preferences has been always used for the clangd command line options validation. fixes eclipse-cdt#532
