Feature Request

At the moment, the encryption of the ParticipantContextConfig is mandatory by default, and a edc.encryption.strict=false needs to be set in case no encryption has been set.

I think it should work the other way around: encryption of the data is a feature that adopters would like to activate on their own adding the required modules and configuring them accordingly.

We could have a "warning" printed in the case no entcryption has been set
