- modify VarCleanUp to support changing parameters of lambda to use
  var and also to not change type of variable that gets assigned
  a lambda
- add new CleanUpTest1d11 tests
- add new Java11ProjectTestSetup
- add Java 11 support to JavaProjectHelper
- add new test to CleanUpTest1d10 to verify that type of result of
  lambda is not changed to var
