- add new static getTryWithResourceProposals() method
- add quick fix support for unclosed and potentially unclosed
  resource errors/warnings to QuickFixProcessor
- refactor some static methods in QuickAssistProcessor to
  QuickAssistProcessorUtil
- add new tests to QuickFixTest1d8
