* Support StringBuffer/StringBuilder concat to Text Block

- fixes #725
- add new logic to StringConcatToTextBlockFixCore to support
  changing a StringBuffer or StringBuilder append sequence to a
  Text block if the buffer is converted to string
- add new preference to include StringBuffer/StringBuilder sequences
  for the StringConcatToTextBlock cleanup
- add preference to JavaFeature tab page
- add new tests
