- add new abstract method alreadyHasProposal() to
  SuppressWarningsBaseSubProcessor to check if a proposal has already
  been added
- add implemention of alreadyHasProposal() to
  SuppressWarningsSubProcessor
- add new test to QuickFixTest1d8
- fixes #1935
