* Make enable/disable test quick-assist relevance variable

- change AddAnnotationProposal.getRelevance() and
  RemoveAnnotationProposal.getRelevance() so that when the
  selection is on the method declaration, they have high relevance
  but otherwise they are less than adding SuppressWarnings
- fixes #2843

* Version bump(s) for 4.40 stream
