CI Build warnings related to DTFJ bundles

I noticed that our tycho build produces some warnings related to dtfj plugins:

The used repo https://public.dhe.ibm.com/ibmdl/export/pub/software/websphere/runtimes/tools/dtfj/ is from 2020.

@kgibm do you know if this is ok? Are there any more recent sources for these bundles, or are these older ones used for compatibility. I see some google hits about openj9 (with dtfj) as an Eclipse project, but can't tell if we could start using dtfj from there instead of from the IBM sites...

I don't think this is urgent, but might be something we could clean up.

I'm still working on trying to open source the DTFJ plugin which will make it much easier to update. I'll follow-up on that...
