Copy the mingw32 compiler dll(s) to the Bin32 folder during installation

To avoid missing DLL(s) during starting of an 32 bit external process the mingw DLL(s) should be copied to the Bin32 installation folder. Otherwise the folder of the mingw32 must be added to the PATH environment each time before XilEnv will be started.

Consider static linking as an alternative.
Executables get bigger, but the handling is better, and it may avoid clashes with incompatible DLLs for external processes.
