Eclipse-Paho-MQTT-C-1.3.16-Linux.tar.gz - that's corrupted (tar: This does not look like a tar archive)

Can confirm. It is a compressed tarball, but the compression doesn't match the file '.gz' extension. It looks like zip compression was used by mistake:

$ file Eclipse-Paho-MQTT-C-1.3.16-Linux.tar.gz 
Eclipse-Paho-MQTT-C-1.3.16-Linux.tar.gz: Zip archive data, at least v2.0 to extract, compression method=deflate

For the moment, you can still unpack it, but it takes two steps:

$  gunzip Eclipse-Paho-MQTT-C-1.3.16-Linux.tar.gz 
$  tar -xf Eclipse-Paho-MQTT-C-1.3.16-Linux.tar
