Several doc-affecting events have happened since the latest release:

• major release issued, lots of API changed
• Eclipse Buzilla retired, all open Passage issues migrated Passage on GitHub
• Passage product evolved

There are multiple dead links in https://eclipse-passage.github.io/passage-docs/index.html and its sub-pages.
Maybe this is related to the API-changes or other changes you mentioned.

Indeed, lots of code matured from internal to public API since, so most of internals are gone and appropriate code links are broken now.

As workaround, until we get resources for this task, look for the same interfaces/classes located in a correspondent not-internal package.

For example if LicensedAction resided in org.eclipse.passage.lic.internal.jface.actions, now you can find it in org.eclipse.passage.lic.jface.actions of the same org.eclipse.passage.lic.jface bundle.
