The TargetPlatform.createPlatformConfiguration method is deprecated and
being re-implemented to allow for the removal of the PDE dependency upon
update.configurator. However, there are no tests for this method. Write
tests to verify behaviour before/after is correct, so that the
transition can be performed safely.
