I20210429-1800: Bug 572924: Remove test dependent on environment

This test was dependent on the environment that Eclipse
was running in. LocalTargetDefinitionTests.testArguments()
tests the same code paths, but with a better controlled
environment because it does not use the default
target platform, rather it is explicit.
