Y20190812-0900: Bug 547038 - [Mac] Start eclipse in dark theme based on system theme

Theme engine sets Eclipse to dark theme if system is in dark theme for
Mac & GTK. This is not done on Windows yet.
Uses
SWT API Display.isSystemDarkTheme() to detect dark theme on the system.
