Unable to load class LocalJavaApplicationTabGroup

I downloaded Eclipse SDK 4.39 and 4.40RC2a and copied to a folder. I also download new OpenJDK JRE 21 and 25 into eclipse folder as "jre". But when I try to create Run configuration, I encounter this error dialog: "plug-in org.eclipse.jdt.debug.ui was unable to load class org.eclipse.jdt.inetrnal.debug.ui.launcher.LocalJavaApplicationTabGroup".
I tried .\eclipse clean command. And deleted caches. Still same for above versions. I must be doing something wrong. Any help will be appreciated.

I have to install JDK and rename as "jre" subfolder at the eclipse folder!
