fix toolchains for baselibs and communication

1. Enable GCC12.2 host toolchain on baselibs and com repositories (build & test).
   • Apply latest patches to the toolchain_gcc repository (we have new package with ld.gold support).
   • Apply latest flag set for host configuration.
   • Create workflows for build & test on both repositories.
2. Enable QNX QEMU QVP toolchain on baselibs and com repositories (build & test).
   • Apply latest flag set for this configuration.
   • Create workflows for build & test on both repositories.
3. Enable QNX target toolchain on baselibs and com repositories (build).
   • Apply latest flag set for this configuration.
   • Create workflows for build & test on both repositories.
4. Enable automatic runs on TAG creation.
   • Release only on successful build & test
   • In case of failure:
     • remove/delete the tag
     • (optional) send the message to the CODEOWNERS (or module maintainers - can be a list of people)
5. (Optional) bazel_registry - release only on tag (settings change on bazel_registry repo);
