Add a tool to create and setup a FlowUsage on a ConnectionUsage

The tool should be available in the palette of a ConnectionUsage edge.
It should ask the user (through a selection modal) for a Feature to be used as the flow's payload.

The tool should setup two ends inside the new Flow to match the enclosing ConnectionUsage's source and target ends.
