Merge the two objective requirement creation tools

There are two tools creating a Requirement as objective.
One is creating a standalone Requirement as objective, while the other is asking a Requirement as base, thanks to a selection dialog.

We will leverage the latest selection dialog change to merge both tools.
The resulting tool will always display the selection dialog allowing the user to choose between a standalone Requirement as objective, and a Requirement as base.
