Improvements to control panel UI

Pressing the "Drain Coolant" button should automatically close the control panel UI, karthik said that there wasn't enough feedback from pressing that button.

Control Panel UI and Pause Menu are also buggy when you try to press the "escape" key while in the control panel UI
