Linkage of classes in unnamed namespaces in Microsoft mode

Previously, members of unnamed namespaces did not acquire internal linkage in
Microsoft mode. Now they do when microsoft_version >= 1922.

However that change seems to apply only to variables/functions. Class types in unnamed namespaces still have external linkage with microsoft_version >= 1922. Is that intentional, or was this code path simply forgotten in the [EDGcpfe/27743] change?

I did some tests with MSVC:

namespace {
    void foo() {}
	class C{};
}

static void bar() {}

template<auto T>
void tmpl() {}

template<typename T>
void tmpl2() {}

void (*p1)() = tmpl<foo>;
void (*p2)() = tmpl<bar>;
void (*p3)() = tmpl2<C>;

Via dumpbin /symbols:

tmpl2<C>	External	External	External	Static
foo	Static	Static	Static	Static

So I'm not sure why [EDGcpfe/27743] used 1922 when it looks like this change only happened in 1928.

But in any case, there's a bug: tmpl2<C> has internal linkage with current MSVC versions, but EDG still uses nlk_cplusplus_external in MSVC mode.
