Update minimum compiler versions to match actual requirements: - GCC 13+ → GCC 14+ (required for "deducing this") - Clang 17+ → Clang 18+ (required for "deducing this") - Update Docker example to use GCC 14/LLVM 18 - Fix VS2017 → VS2022 in llvm-utils instructions
