P1: clarify SAR integration scope — live data vs simulated for PoC Week 7

Context

Annex A Week 7 scope commits to demonstrating SAR integration, but the submission does not confirm whether live SAR data (SkyTruth / Cerulean / Copernicus Sentinel-1) will be registered and accessed in time for the PoC.

Current state

src/features/sar_detections.py implements the SAR feature. The scope mentions potential data sources (SkyTruth, Copernicus) but does not include data access in the PoC cost table or Week 1 deliverables.

Risk

If Cap Vista expects live SAR data in Week 7 and data access is not secured by Week 1, the SAR validation milestone will slip.

Required

Update Annex A to explicitly state one of:

• Option A (Recommended): "SAR integration is implemented. For Week 7, we will use simulated SAR detections to demonstrate the SHAP pipeline. Cap Vista may substitute live data post-PoC."
• Option B: Add Copernicus registration to Week 1 deliverables and add ~SGD 100 to cost table for API access.

Acceptance criteria

• Annex A unambiguously states whether Week 7 SAR demo uses live or simulated data
• Cost table and delivery schedule are updated if live data is committed
