P2: add geographic generalization statement for non-Singapore regions

Context

Appendix Phase C Commercial Model mentions Japan, EU, and UK as expansion targets. The PoC is scoped solely for Singapore / Malacca Strait with Precision@50 = 0.62. No evidence of generalization to other regions is provided.

Required

Add a "Scalability / Regional Generalization" section to Annex A Impact statement, e.g.:

"The causal model is designed to be region-agnostic: it depends only on AIS data, sanctions lists, and ownership graphs — all available globally. Generalization testing to Japanese and European waters is proposed as a Phase C regional expansion milestone. The PoC bounding box is Singapore / Malacca Strait; Week 7 report will include a directional validation run against a secondary region (Japan Sea AIS archive) if data is publicly available."

Alternatively, include a secondary Week 7 deliverable: preliminary Precision@50 run against Japan Sea AIS data.

Acceptance criteria

• Annex A explicitly addresses geographic generalization and sets expectations for non-Singapore performance
