P2: add quantified triggers for contingency cost line items in Table A-1

Context

Annex A Table A-1 includes three contingency line items totalling SGD 300 with vague descriptions. Evaluators may view these as padding without quantified triggers.

Required

Update the three contingency rows with specific triggers:
