Bug z-index overflow

Some blocks doesn't work well with toolbars as they overflow and its visually ugly

Steps to reproduce:

1. Add table ith heading
2. Try to delete a column
   AND
3. Have a table with 2 rows
4. Have a text block below
5. Try to delete the 2nd row

Expected behavior:
The toolbars go in front

I'd like to work on this. The issue is that .tc-wrap\ has \z-index: 0\ which creates a stacking context that traps the toolbox popovers behind adjacent blocks. I'll increase the z-index values so the toolboxes render above other content.
