P1 Badge Use the PowerShell venv activator in setup command

This block is explicitly PowerShell, but .venv\Scripts\activate does not call the PowerShell activation script; Python’s bundled venv script identifies Activate.ps1 as the one that “Activate[s] a Python virtual environment for the current PowerShell session.” In this flow, users can proceed with an unactivated environment and run pip install -r requirements.txt against the wrong interpreter, which breaks reproducible setup on Windows.
