Issue #110: assigning a task told nobody Write-up page plus a Bugs-Resolved row. Records that this was a missing EVENT rather than a broken notification (tasks dispatch created/completed/deleted and nothing else), that the router needed no change because it already knew how to find a task's recipient, the near miss that made it look like a settings problem (task.created notifies the assignee but is off by default), and why the event has to fire from creation as well as reassignment.
