Server queue (putserv) doesn't burst the same way that the mode queue (putquick) does. This should be changed so that it does, with a config option that enables it by default.
Eggdrop was originally written as a bot for protecting and keeping channels in a world with no IRC services. Over the years, IRC has changed and most networks now have channel services that keep the channel for you. Because of this, most people would want Eggdrop to output as quickly as possible.
Some people however still do use Eggdrop primarily for keeping and protecting channels and a sane priority of output queues would be important for them. This is why it needs to be an option that can be turned off.
