Prepare v0.1.1 packaging release

Summary

• Bump the CLI/package version to v0.1.1 for a packaging metadata release.
• Add v0.1.1 release notes and point Bioconda scaffolding at v0.1.1.
• Regenerate golden/example reports so tool.version matches the package version.
