Can't add reaction to the existing message

Describe the bug

No new reactions are being added to the existing message. The message could be edited just fine and if you add the reaction manually you will be assigned the associated role.

To Reproduce

Steps to reproduce the behavior:

1. Create a new message.
2. Try adding a new reaction.
3. New reaction will appear for a split second, then disappear.

Expected behavior

It should be possible to add a reaction to existing message.
