Updates the Spack environment’s pinned irt2 package version to restore EPIC’s ability to compile against irt2 in the EIC container software stack.
Changes:
- Bump
irt2version requirement from@2.1.2to@2.1.3in the shared Spack package constraints.

Nothing is expected to break. Only IRT 2.1.0:2.1.1 were broken for build against epic. |

This should re-enable compilation of epic against irt2.
