Updates the container Spack environments to track the EPIC 26.04.0 and EICrecon 1.36.0 releases, and bumps the pinned eic/eic-spack commit accordingly.

epic@26.04.0to the CUDA and XL EPIC Spack environments (and dropepic@25.12.0from those multi-version lists). - Bump the default
eicreconrequirement to@1.36.0inspack-environment/packages.yaml. - Update the pinned
eic/eic-spackcommit hash ineic-spack.sh.
