Return 400 when a test suite failed validation

Description of the Change

Catch ValidationError in the validator and re-raise it as an AssertionError instead. This is then caught up by the router to return a 400 Bad Request to the client, instead of a 500 Internal Server Error.

Alternate Designs

I could catch ValidationError in the utilities.py:validate_suite instead of converting the ValidationError to AssertionError.
I, however, did not want to build in a dependency to pydantic in utilities.py since that would couple ETOS harder with pydantic (not really a problem, but just something that I do)

Possible Drawbacks

None really.
