Summary

According to an internal discussion, ETOS needs a new way of setting the version of ETR:

• The ETR version shall no longer be set in the cluster spec
• The ETOS controller shall set a default ETR version.
• The version shall be possible to override via etos-api as it currently implemented for in the API v0.

Context

Currently etos-test-runner version is set in the cluster spec. This approach is not flexible enough.
