Refactor package lists

The current package lists are stored in Bash arrays and it's not convenient.

• It would be useful to move them to a more adecuate format (perhaps CSV).
• Packages could have properties such as gui, os, environment (personal, work, server)
• The dotfiles setup should use those properties to preselect packages
