The same workflow also supports manual `workflow_dispatch` operations:

- `safe_outputs`: replay safe outputs from a specific workflow run (`run_url` input required).
- `create_labels`: create any missing repository labels used by these workflows.

Use `create_labels` after first-time installation or if workflow labels were removed. This dispatch path only runs on non-fork repositories and enforces the same admin/maintainer membership check as other manual maintenance operations.
