Promote some features to GA

Promote the following features to GA status

• Runtime Attach API (doc)
• Runtime Attach CLI (doc)
• OSGi support (doc)
• Circuit breaker (doc, keep it disabled by default)
• External plugins (depends on OTel bridge being GA) : to be handled in a separate PR by @jackshirazi
• OTel bridge
• Apache Dubbo instrumentation (doc + enable it by default by changing instrumentation groups)
• use_path_as_transaction_name configuration (doc)
• com.sun.net.httpserver.HttpServer instrumentation (doc + already enabled by default).
