Skip previous install cleanup in elastic-agent watcher if rollback_available.valid_until is in the future #6885

Cleanup of old installs performed by elastic-agent watcher should not be performed only for rollback_available entries where valid_until timestamp is in the future.
Those instances will be cleaned up in a future watcher run once the valid_until time has passed (see #6882).
Note: there is some other actions happening at the end of a successful upgrade described in #6884
