Some elastic-package-package-storage-publish are waiting for jenkins build until timeout

Some executions of this Buildkite pipeline https://buildkite.com/elastic/elastic-package-package-storage-publish/ are run until the default timeout (24 hours). Those executions are waiting for a Jenkins build that has never been triggered.

Example of a Buildkite output:
