[NetBox] Add link panel and markdown panel

tl;dr: This request is valid, but implementation should happen on #16025 (where packages/netbox exists), and the concrete gap is that current NetBox dashboards there already include link panels but are missing markdown panels that existed in the earlier #14949 version.

1. Recommendation

Implement this in the NetBox PR branch (#16025) rather than main, by adding one markdown panel to each NetBox dashboard while keeping the existing links navigation panel. Treat this issue as dependent on #16025 landing (or being superseded by a follow-up PR that carries packages/netbox).

2. Findings

• main currently has no NetBox package files (git ls-files | grep -i netbox returned no paths).
• Existing repo pattern supports both requested panel types in dashboard assets:
  • packages/couchdb_otel/kibana/dashboard/couchdb_otel-overview.json:15-31 shows a links panel ("type": "links" + attributes.links).
  • packages/couchdb_otel/kibana/dashboard/couchdb_otel-overview.json:50-59 shows markdown panel config (savedVis.type: "markdown", params.markdown).
• Kibana version gating is explicit in package manifests (example):
  • packages/couchdb_otel/manifest.yml:13-15 (conditions.kibana.version: "^9.3.0").
• NetBox branch evidence:
  • refs/pull/16025/head exists and contains packages/netbox/... (manifest + dashboards).
  • refs/pull/14949/head exists and contains older NetBox dashboards.
  • Dashboard panel type comparison from raw PR files:
    • #16025:
      • netbox-2dc3e91a-...json:1611 -> "type": "links"
      • netbox-dfcd0726-...json:1130 -> "type": "links"
    • #14949:

4. Detailed Action Plan

1. In #16025, edit both NetBox dashboards:
   • packages/netbox/kibana/dashboard/netbox-2dc3e91a-bc6e-48f5-8fb2-b77df217c722.json
   • packages/netbox/kibana/dashboard/netbox-dfcd0726-e2b0-4cb8-bdb4-2155e7bdf996.json
2. Keep the existing links panel ("type": "links") as dashboard navigation.
3. Add a markdown visualization panel ("type": "visualization" with savedVis.type: "markdown" and params.markdown) near the top section, mirroring the structure used in packages/couchdb_otel/kibana/dashboard/couchdb_otel-overview.json:50-59.
4. Reuse the previous NetBox markdown content from #14949 dashboards as the starting copy, then adjust wording to current dashboard scope.
5. If minimum Kibana version constraints are impacted, update packages/netbox/manifest.yml conditions.kibana.version accordingly.
6. Run package validation for the NetBox package branch:
   • elastic-package check -v
   • elastic-package test asset
7. Add a changelog entry in packages/netbox/changelog.yml referencing this issue (#18529) and the PR that implements it.
