[otel_collector_internal_telemetry] Add alerting rules

Adds alerting rules to the otel collector internal telemetry integration.

We alert when metrics.otelcol_exporter_send_failed_[spans|log_records|metric_points] increases.

#18046 needs to be merged first. done
