Contributes to #2015. Updates 8.4 release notes and What's New to include the new prebuilt rules prerequisites fields (Related integrations, Required fields, Setup guide).
The 8.4 release notes and What's New have already been published for release, so we need a separate PR to add these updates. Also, these changes need to be separate from the changes in #2069, because that PR is being backported to
8.3, which we obvs don't want for 8.4 updates.
