fix(agents-server): add agents-mcp to Dockerfile#4320

agents-mcp was added as a workspace dependency of agents-runtime in #4289 but was missing from the Dockerfile COPY statements and build steps, causing ERR_PNPM_WORKSPACE_PKG_NOT_FOUND during docker build.

Problem
@electric-ax/agents-mcpwas added as a workspace dependency ofagents-runtimein #4289, but was never added to theagents-serverDockerfile. This caused the Docker build to fail with:This broke the

Add
agents-mcp/package.jsonto the manifest-copy stage and add aCOPY+ build step foragents-mcpbeforeagents-runtime(which depends on it).
