Wayland compositor launcher

Problem

We need a wayland session for installer but there's no wayland launcher for the greeter compositor

Proposal

Create a wayland launcher

@lenemter @leolost2605 How much sense does it make going forward to continue to maintain this separate compositor? I feel like with all of the things that the compositor needs to do these days we should have a lockscreen/installer mode for Gala itself instead?
