Automatic reconnection of disconnected BT device

Summary:
I just installed the new "switchboard-plug-bluetooth" on Loki. When disconnect my already connected BT mouse it immediately reconnects by itself.

Steps to Reproduce:

• pair and connect a BT mouse
• use it
• open "System Settings" -> "Bluetooth"
• click the button "Disconnect"

Expected Results:
The mouse should disconnect and stays disconnected.

Actual Results:

• the mouse gets disconnected
• after 2-3 seconds it automatically reconnects

I can't reproduce this on Juno beta (1) with my M720 Triathlon mouse.
