I want to encourage users to use the version from MELPA stable instead of whatever happens to be in master. I've established a reliable pattern of releases for the benefit of users, so I think it makes sense to encourage use of only MELPA stable.

How does MELPA define stable packages? do they check the test suite?

They define stable as tagged versions as far as I can tell..
